USA

Civil defense and public safety in the United States are organized on a federal basis and are highly decentralized, with responsibilities shared by federal, state, and local authorities. While disaster preparedness and crisis management at the federal level are coordinated by the Federal Emergency Management Agency, among others, fire protection, emergency medical services, and public safety are primarily the responsibility of the states and municipalities. Police work is largely carried out by local and state police agencies, supplemented by federal organizations such as the Federal Bureau of Investigation. Together, these decentralized structures form the central pillars of the American security, emergency response, and disaster management system.

Fire Service

The history of firefighting in the United States dates back to the 18th century, when the first organized volunteer fire departments were established in cities such as Philadelphia. With increasing urbanization and industrialization in the 19th century, firefighting continued to evolve and become more professional, particularly in large cities. Today, the American fire service is organized on a decentralized basis and is primarily operated at the local level. It consists of professional, volunteer, and combined fire departments, which, in addition to fire protection, also provide technical assistance, emergency medical services, and disaster response. In total, several hundred thousand professional and volunteer firefighters and emergency responders are active in the fire and emergency medical services in the United States.

Police

The history of policing in the United States dates back to the 19th century, when the first municipal police departments modeled on modern standards were established in growing cities, including Boston and New York City. As urbanization and industrialization progressed, a professional—yet highly decentralized—police system developed. Today, there is no uniform national police system; instead, law enforcement agencies consist of local police departments, county sheriffs, state police, and federal agencies. These agencies are responsible for threat prevention, law enforcement, and the maintenance of public safety, and together they form the central pillars of internal security in the United States.
